usually, yes, i believe, at least in the us, unless the meter has been
modified so it will only turn in one direction.
a curious fact: in large buildings, many elevators supply energy to the grid
as they go down. rarely enough to offset the building load, i suppose. this
is just clever design on the part of the elevator companies, not deliberate
cogeneration. perhaps these elevators are all being operated illegally :-)
