no. that is plainly correct.

or maybe you think the kettle dissipates less power when its
impedance equals the mains impedance than when its impedance
is  less  than the mains impedance...
 
if the 240 v mains impedance were 0.01 ohms and the kettle impedance
were 0.01 ohms, 240/0.02 = 12k amps would flow, and the kettle would
dissipate 0.01x12k^2 = 1440 kw. lower the kettle impedance to 0.001
ohms, and 240/.011 = 21.8k amps flow, and the kettle only dissipates
0.001x21.8k^2 = 476 kw... 
 
looks like you are still wrong :-)
