you might also consider an off-peak meter. around here, this drops the
rate from about 15 to 5 cents/kwh. off-peak power is only unavailable
from 4:30-6:30 pm on weekdays. most houses don't cool much over 2 hours.
you might also consider a damp basement floor with an off-peak dehumidifier.
this way, you can makes 1.6 kwh of heat for each 1 kwh of electrical energy.
burning oil at $1/gallon and 80% efficiency makes 0.8x130k/$1 = 104k btu/$,
vs off-peak electric baseboard at 3412/$0.05 = 68.2k btu/$. these become
equal with heating oil at $1.52/gallon, ignoring the cost of the furnace
and distribution.
