sounds like a good idea to me, if there's a way for the furnace to collect
cool air from the basement, vs return ducting. then again, the basement will
tend to warm up, unless it's cooled with night air.

i don't see a safety issue unless the furnace also operates as a furnace
and you've removed the return ducting to make the whole basement a plenum
and the burner is atmospheric (vs forced draft), and the basement becomes
depressurized and sucks the smoke back down the chimney.
