i'm thinking about a couple of versions:
1. a shelf near the top of a tall south window, inside the building,
above eye level, with something reflective on top, eg aluminized mylar
that reflects the sun that enters the window above the shelf deeper into
the building, back up onto a reflective ceiling, so it can light the
part of the room that is farther away from the windows.
2. a similar shelf in the same position, outside the building. this one
needs to be more weatherproof, and it's harder to keep clean...
you can see examples in books on architectural "daylighting," eg
