how about building an inexpensive, solar-heated greenhouse-type structure on
the flat roof of a downtown building? orient it with the long way east-west,
use some large planters full of water or soil along the inside of the north
and south walls to make it more portable and keep it from blowing off the
roof, and use your best judgement about applying for a building permit.

greenhouse, 13' tall in the middle, with curved galvanized pipes on 4' centers.
