welded wire fence might have a layer of foil or aluminized mylar on top,
under the poly film.

we can trade volume for surface. a 4'x8' vs 4'x16' shelf might keep
the building 40 f with water at 40+628/(32x2x1.5) = 47 f.

rc = c/g = c/(32x2x1.5) = 0.0104c makes tmax = 110+(47-tmax)e^-6/(rc)
= 110+(47-tmax)e^-576/c and c(tmax-47) = 14.9k, ie tmax = 47+14.9k/c,
so 47+14.9k/c = 110+(47-(47+14.9k/c)e^-576/c, ie c = 237(1+e^-576/c).
plugging in c = 237 on the right makes c = 257 on the left. repeating
makes c = 262, then 263, so it looks like 1.6" of water will do, with
tmax = 104 f.
