a large window exhaust fan can help find places to caulk on a cool day.

new does equal more insulation, houses with r-19 walls and so on. a
32x32x16' house with walls with average r-value rv has equal thermal
conductance and air infiltration losses at one air exchange per hour
(fairly airtight) when rv = 15. more wall insulation than that, and
more than half of the fuel bill comes from air leaks. and caulking
is cheap, although labor intensive, compared to more insulation.
