oh, i'm pretty full-baked, with bachelors and masters degrees and
34 years of engineering experience :-) how many engineering degrees
and years do you have? you talk about engineering, but do you know 
anything about engineering? can you calculate how much distributed
weight a 12' 2x4 can support? that's quite simple to do...

we have to draw the line somewhere, eg some windspeed, and design
a structure to withstand it. should it also withstand a direct hit
from a hydrogen bomb? such a structure can be designed (by engineers),
but is it worth it?

nope. the tank i described was 5' deep, and sitting on top of some
3' tall drums on the ground, with a 3' earth berm around them.
